Poorly flushing wc

I have been thinking of replacing the pan or possibly using a high level cistern.
It is very frustrating as it has never worked properly from new although I
think Armitage Shanks is supposed to be a good quality unit.
 
I did wonder if it was something to do with the incorrect angle of the outflow
i.e. not enough of an incline.

1. As others have said above, renew the syphon.
2. If you use a Dudley Turbo 88 syphon, you will not in future have to separate the pan and cistern to renew the diaphragm.
3. Get the adjustable model and you can set it to the same height as your original.
 
We have two identical high level toilets, both suffered regular incomplete flushes - I replaced the internals with Dudley 88's, and it made zero improvement to the flush ability. One exits, vertically, into the floor, the other, horizontally, out through the wall to join the soil pipe.

Have you checked to see if there is a restrictor in the flush pipes? It was not an uncommon practice to restrict high levels if the flush was overly fierce and splashed out from the pan.

No restriction, I completely dismantled the entire flush of both, to check. New 88 dual's fitted, new floats and fill valves.
