Have you checked to see if there is a restrictor in the flush pipes? It was not an uncommon practice to restrict high levels if the flush was overly fierce and splashed out from the pan.We have two identical high level toilets, both suffered regular incomplete flushes - I replaced the internals with Dudley 88's, and it made zero improvement to the flush ability. One exits, vertically, into the floor, the other, horizontally, out through the wall to join the soil pipe.
