Porch Floor solution

I think the previous owners of my house dropped the porch floor. It's the only thing I can think about that explains why there is a 'rim' about two bricks high around the bottom of the walls, and the tiled floor that is there is sloping.
I am looking to raising the floor to the same level as the house, and then getting another stone step outside the door so it's not a huge jump into the house!
I'm interested to know if what I've assumed is probably right (i.e. that the floor has been dropped) and also what kind of tradesman I need to talk to about doing the work....

I reckon the tiles are original -it was done to split the difference of the difference between floor level and outside ground level

its made worse by the upvc door -it wouldve been better if the bricks under the door had been taken out and the door frame fitted lower

it would be much nicer if you had new steps and then made the porch floor higher ...........although you would need a new external door and side light
