At the moment my porch has ugly concrete paving slabs on the floor.

From the outside path there is 1 step up to get into the porch.
The floor level in the porch finishes just below the Damp proof membrane.

I know on the outside path levels should always be 2 or 3 bricks below the DPM but does it matter in the Porch which is totally weatherproof?
If I tile on top of the slabs the finished level will be about 1/4' or 6mm above the DPM, is that ok?

why don't you want to lift the concretre paving slabs?

In theory if the porch has no dpm then you are in effect bridging the dpc. You can get around this by laying a small piece of dpc under the tiles meeting the house, leaving some sticking up that you can trim back when tiles set off.
