Hi
I am just about to put in an old Victorian lamp post which needs to be buried approximately 2ft into the ground with a concrete jacket.

I was planning to use postcrete for ease, but I reckon I will require four bags. Should I use one bag at a time and allow it to set before adding another or put it all in as one?

Makes no difference, you are just filling a hole with something solid, its not structural as such so monolithic construction is not required

set a little at the bottom to secure it and then fill it completely

You could secure with postcrete as suggested and fill the rest with concrete to save some money.

Might be handy to know, i was in Toolstation today and they had postcrete on offer on the shop. Might only be local though
