Potterton Suprima 40 - Intermitent Problem

the multimeter that i have checks to make sure that a circuit can be completed - it beeps when a circuit is made. Each wire was disconected and the multimeter electrodes placed one at each end of the wire - it showed that there was a circuit and no short.

I have tried lowering the control panel and it still doesnt function, I'll try disconnecting the plugs and reonnecting them.
