Preparing and painting interior window sills

Firstly, I am a complete novice.

I want to repaint the interior wooden sills and frame around my windows.
I have started on one or two windows, scraping away loose paint around cracks and scraping away raised sections, but I seem to end up always scraping back to the bare wood - which takes a lot of time and effort.

Also, some areas contain quite a bit of filler which comes off quite readily as I scrape, however I don't see any structural damage on the wood.

My questions are
1) Do I need to go back to wood or just remove loose paint, etc or something in between? I am not looking for an amazing finish, just something good and decent.

2) What are the basic steps after I do this? I see in another thread that priming is recommended before filling. Does priming mean painting with a special type of paint or is it something else? I thought priming and undercoat were the same thing...

If your not fussy then just give it a good rub down and a coat of undercoat..then a light rub down again and then gloss it

Primer and undercoat are different..primer is for bare surfaces undercoat os for previously painted ones.
