There is never a vacuum.

A simple experiment for you...

Fill an inverted plastic pop bottle, with steam from a kettle, then quickly fit the top. Allow the pope bottle to cool, and it will collapse due to the internal vacuum. However, if you meant there is never a vacuum in the cooker, because the valve is designed to release a vacuum, then say so.
