Cost and logistics would go against a block and beam.

Would solve the problem of damp in timbers but would still need ventilation.
The problem is the position of the chapel. It's yards from the towns' major road junction on a very busy narrow road. Materials will be a right headache.
Besides I was putting in a block & beam floor last week and I'm getting too old to be chucking them around.

As an update, filled the void with jablite and meshed the concrete. A lot easier putting in jablite instead of 32 ton of hardcore.

Also with the jablite, didn't need cellotex in the floor.

So in the end saving on time and materials helped to keep the price down.
