I think you know who you'll be dealing with
So, you have a rose with just three wires in it. Is it a 'spare' rose just sitting doing nothing or is it the back of a working light? If it's a light that goes on and off with a switch, that 'live' is only live when the switch is on. If you use the three wires as a supply for your new light you won't be able to switch the new one on unless the old one is also on.
