Problem removing wall tiles

My daughter's bathroom tiler cannot remove the mosaic wall tiles after working on them with a jackhammer all day. He says they've been individually fixed and has asked if they can be tiled over. She's really not happy about this but said he's tried very hard. Is there any way of removing them and should she try and find someone else.

She's now found out other residents in the building have had them removed in the past. (They were all tiled the same when the building was converted.)

A jackhammer is a bit overkill, maybe it’s an sds drill with a wide chisel bit. If others have been removed, then they should come off. There’s no harm tiling over tiles providing it’s a straight wall. If she wants them off, the might be worth someone else
 
Most times if tiles are stuck properly, the plaster comes off with them, but surely they can come off.
It might need that walls will need replastering or lining with tile boards, but going overbudget is to be expected.
 
Ok yes fair enough. It's probably because she already has a quote that they don't want extra work.

She's now hired another tiler who's happy to take them off. She'd lose 2 cm by keeping them which makes a difference in a tiny bathroom.
 
For future the might be worth using a GOP and possibly a ripsaw
The GOP saw can make a start, then a tile remover attachment on the ripsaw
I've used a go for the whole job before, both ceramic, stone.
