problem with honeywell cm927 and worcester bosch combi

CM927 thermostat is showing current temp of 18 deg. As the flat is quite cold I set the target temperature to 21 deg. The thermostat shows a flame symbol and the receiver shows a green light. This suggests that the thermostat is asking for the boiler to switch on.

However, the radiators are cold and the boiler temperature is showing 40 deg instead of the limit set at 74 deg.

If I wait 30-40 mins, the radiators start coming on intermittently.

Any idea how to get the radiators to come on properly? Is there an override on the boiler whereby I can just switch it on?
