a lamp which had an expected life of, say, 1000 hours at 230V would have an expected life of around 323 hours at 253V.
That would be at a constant 253V. In reality the calculation would be more complex.
Agreed, but for a given installation, supply voltage doesn't vary that much - mine is rarely outside of 241V-244V. Hence, for the consumer whose supply is approaching 253V, it's probably nearly always going to have a voltage of 'around 253V' - so the question would be as to whether the lamp was 'fit for purpose' in that particular installation.
