Protecting floor joists and using the first floor during the build

No everything from the scaffold.
Why would you stand on the scaffold and effectively overhand the block work to get it looking half decent from within the room, then nip inside and stand on boards just to point it up? I can see you’d do gable from scaffold but I’d make use of the joists.
 
Because that's the way it is done?

Or because you already have a safe working platform, you are not rattling the joists you have just built in, you wont get nose bleeds bending down, you can load out easier, you can access and work easier, you can get a flush face for insulation board, you can position ties accurately, you can gauge the wall properly, you can crack on with the external skin straight away. Probably a few other reasons too.
