Protecting Plastic Pipe

In order to gain extra bedroom space, we have converted the separate bathroom and toilet into a bedroom and vice versa, (considered loft extension but not value for money due to roof design). Part of the plumbing works has lead to new plastic piping being laid over the existing copper c/h pipe work. The builder/plumber has separated the two different types of pipework in certain places with what look likes to be a felt type material in strips. I have 3 questions:

i) What is the material called as I think more of it needs to be installed in other locations?
ii) Is it something only Builder Merchants sell or can I get it in the local shed?
iii) Is there a recognised method of securing it to the pipe work, ie: insulating tape, plastic tie straps, or should I not bother?

1.Felt laggimg comes in a roll you just cut it to lenght required.
2.Any plumbers merchant
3.Reguarding fixing use any methord that does the job
 
The felt is used aas an insuator, which it's pretty poor for, and to stop squeaks and clicks when copper moves against wood.
The only vital pipe to insulate from the hot ones is the cold water mains.(Legionella)
 
Isn't felt flammable? I've certainly had the odd occasion when my blow lamp has ignited some nearby felt insulation (thank god for water spray bottles). Perhaps it has a flame retardant added these days, but I have a feeling I might have read something somewhere about it not being acceptable these days due to fire risk. Anyone know?
