I have heard something recently about gov. regulations requiring domestic jobs to be carried out by a qualified electrician - does this apply to the new bathroom light i have bought from Ikea or could this be done by a very handy family friend? My worry is that if I had a fire and no certificate to prove the work was done by a qualified spark then my insurance might not pay out (yes, I do worry a lot!).

Adding a new bathroom light is notifiable to your LABC under Part P of the building regs, see http://wiki.diynot.com/electrics:part_p. Replacing an existing light for one which is the same is a non-notifiable task.
