Quick question about tiling over damp walls - replaster or board over?

Hi, I wish to tile this little corridor and the toilet at the end but as you can see there's mould on the walls - in the little corridor for example, there's black mould on the left side and the wall is flaking off a bit on the right.

Now, I think I've read elsewhere that it could be possible to screw something like Hardiebacker board into the walls and tile over that, or are the walls too far gone? Is the real solution: address cause of damp, replaster, then prime and time over the plaster?
