If you add sockets to an existing circuit protected by ACs, does the latest amendment of the regs mandate swapping them to As?

Depends what the sockets for I suppose.

I recently put some sockets in a garden office from a split load board I replaced the rcd the new circuit was on from type AC rcd to type A.

So I will do it from now on.

If the loads are unknown then it is not known that the load currents contain no DC components.
