They're different.
I would have written kappa.
Qoppa was in the early language but the sound was the same as k (kappa) so qoppa fell out of use.
If you'd looked for qoppa you'd have found it was in the position where we have Q.

qoppa and koppa are alternatives for the same thing whereas kappa is a different one.

For the next bit, if I'd just used I L Q it would have been the same answer but a bit more obvious.
