Radiator hanging

My friend has a 4yr old hse,the rad hangers are held onto the wall with 10-12mm rawlplugs into plasterboard!!!!! he was walking near a rad and knocked it(no booze involved) it came away from the wall.
What is the best way to rehang it?
i have tried the metal plugs that squash but the hole is too big,there are no noggins where the rads are hung.

If the rad a heavy drill more fixing holes in the brackets and use more fixings.
 
I could only find them in 5-6mm, i used the 6mm and they did not grip enough,i have for the mo` cut the rawlplug and used one of these fixings in it-not ideal but is better than before.
Can you get these in 10-12mm? if so where?

Re-drill the brackets so you can put fresh holes in the plasterboard.

Are you using the setting tool? Without it you will end up enlarging the hole and the fixings will not work.
