Radiator hot at top, but not bottom

I have a double radiator in our conservatory, where the top on one side gets hot, but not at the bottom. The other side doesn't get hot at all. The 'in' pipe is very hot, but the 'out' pipe is cold. I have tried bleeding it and it appears to be full of water.

Does anyone have any idea what is wrong, and how it can be solved?

Make sure both valves are open, if that fails sounds like it may need removing from wall and flushing through.
