radiators not filling up

i have a very old back boiler system,and cant get the radiators to all fill up i blead the ones downstairs and the ones upstairs just empty, so i blead the ones upstairs and all the radiators fill up halfway but no more.also hotwater pressure is low and system noisy, any help pls!
 
If the header tank is full, you probably have a blockage in the feed pipe to the system.
