Railway sleeper brackets

Hi I am in the middle of renovating my garden. I am levelling the sloped ground by building up with mot 1 in places and digging out in others. There will be a step up from the patio onto the garden by using a single tier sleeper step across the width of the garden. My question is will these brackets be sturdy enough to support the sleepers? I know people advise to postcrete in posts but as this is single tier I wondered if I could get away with using these. Also concerned about potentially hitting any services that may lie beneath. Any advice or ideas would be appreciated. Thanks.

Difficult to envisage what you are doing but the brackets don’t appear particularly durable. May not matter depending what load will be placed on the sleeper, perhaps not much if only single tier
