I think anyone will generally understand what the definition of 'must' is.

Something mandatory.

So in the context of someone not installing the cooker for reward we need a law compelling him to carry out those checks - can you find one?

I for one do not have the time or inclination to be so pedantic

Obviously you know you can't find one.....
