Re-laying stone steps in garden

Hey I need to re-lay some stone steps that lead down to the garden in the house I have bought are all loose. I have a few questions If anyone can help. Is it best to dot the motar mix a dot in the middle then all corners of the slab, or put a full bed of motar under each slab? Does this need roughing up before I place the slabs down?
Also is it best to start with the bottom step and work my way up or the other way around? There is 10 steps.
And one last question I am guessing each step needs a slight slope downwards to drain any rain off.

Lay on full beds, work from top step down, don't bother with a fall on the slabs as they are steps and could prove a slip/trip hazard so lay them level.
