Re-wire like for like - notifyable?

I have some issues with my upstairs light wiring - lights are flickering and so far, ive not been able to find any loose connections that could be causing it. In likeliness it will be a broken cable that a board is sitting on or bodged junction box sitting somewhere i cant find.

If i run new cable lengths replacing each cable (or joints of cables or any other bodges) more or less like for like (ie with out jb's) but though joists instead of over, would it need to be certified as a new circuit or would it be maintenance of the existing?
And would it need certifying as such?

Its not a new circuit, so notification is not necessary.
Generally all electrical work should be tested and, for your job, a minor work certificate is what is required. But you could do that, yourself.

I think that, what you are really asking, is - "can i do this job myself, or do i need a registered electrician?"

In which case, if you feel up to it, you can do it yourself!
