The op did refer to the cost of a rewire and i have say that it massively depends on whether the property is occupied and furnished or not and as coljack referred to, do they want the lights back on every night. My temporary supply is properly abused.
I cant believe a gas engineer wants to move a supply.
to the op, ask for a written quote with details of all work, within reason, to be undertaken. That will initially sort out the good from the chancers
