Rebuilding wall at front of driveway

Hi, I'm in the process or buying a house and the wall at the front of the drive is in a fairly bad condition, cracks in the main due to someone driving in to it I think.

I was thinking I would get a builder in to remove the existing wall, check the foundations and repair/replace and put a new wall up using old style bricks (1930's house). Maybe with a nice pattern in it somewhere rather than just plain.

Is this something that would require planning permission ?

You're Ok is its no higher than 1m if within 2m of the public footpath
