Hello

What is the recommended technique of fitting a door lining onto a concrete block wall so it is very accurate and stays that way?

Fix the hinge side, plumbing the jamb face and architrave side making sure it's that it will be the same height or higher than the other leg.

Level the top and fix the top of the other leg with one screw near the top. Plumb the jamb face and not the architrave edge. Eye off the hinge leg to the opposite leg to get it in wind then fix the rest of it, making sure the jamb side is plumb.

If you can't eye down it, do a kris cross of string or hang the door and move the opposite side so it's flush with the door (in wind).
