What should happen, when Reform take over a council, is that all the council leaders and most of the management get booted out.
The leader of a council is an elected post. So what you said there is that when Reform get control of a council, the Reform leader should get booted out.

As for the council employees, they can't just be "booted out" because we have employee protection laws.
Tell us if you think that Reform are going to go into the next election promising working people that they will be stripped of their protections so that they can be fired at will, possibly at the behest of politicians.
And even if they do, and even if enough people go "Yay - I really want to be able to be sacked for any reason - take away my protections now", they are still going to have to pass legislation, and possibly win legal challenges.
So right now, Reform councillors cannot dismiss council employees.

Tell us if you think that Reform are going to go into the next election promising that one of their guiding principles will be the illegal breaking of contracts and reneging on agreements.

For continuity, a small number of managers can be kept on, provided that they pledge not to be loony-lefties
Tell us if you think Reform are going to go into the next election promising to repeal the Local Government and Housing Act 1989 (as amended by the Local Government Officers [Political Restriction] Regulations 1990.

Some private-sector professional accountants should then be brought in to go through the books, cut out the waste and return surpluses to the taxpayers.
When you do this thing called "thinking", what "waste" do you detect?
