It is not wallpaper in that it has no seams and no paper. It has been put straight onto the plaster. It is slightly textured to look at. Using a steamer makes it gooey and slightly easier to scrape off. It looks like a coating, with no layers or backing paper of any sort. When removing the very edge of it (top and bottom) there seems to be a blue-green stuff underneath round the edge. Sorry for the vagueness of all this description.
Looking at advice for non standard wallpaper, I'm guessing that sanding it down and skimming it is probably the best option, although with no experience and a whole room to do that's offputting.
