Soak the nuts and bolts with Plus Gas or penetrating oil, for a couple of days, then try again. You might need to use Mole grips.

If this doesn't work then remove the cistern and pan together turn upside down and drill out the bolt from within the nut.

Can you get to the bolt heads inside the cistern to drill them out? Start with a small (say 2.5 - 3mm) bit, and work up to about a 6 or 8mm bit.
Careful with the centre punch!

If you use a power drill bail the cistern out first!

Someone may be along with a better idea in a minute.......

Either hacksaw the bolts or hire a small angle grinder with a metal cutting disc. Don't forget goggles and gloves. This terrifying little machine will cut through the bolts in a minute.

A minidrill like a dremel will get into little gaps. Make sure you have plenty of cutting disks, they break easily if you are not holding the tool at a steady angle. Cheap to buy.

Brute force and ignorance. Twist hard and they may snap if not use a junior hacksaw, coat new ones with vaselene.

MANY THANKS TO ALL OF YOU FOR YOUR ADVICE. I WILL TRY PLUS GAS OR PENETRATING OIL TOMORROW TO REMOVE CISTERN WINGNUTS (HOPEFULLY). WILL LET YOU KNOW IF IT WORKS.
