Removing sockets from a circuit

Some friends of mine want me to remove a pair of double sockets from their sitting room that are situated quite high up in an alcove (1 socket each side). They want flat walls so they can hang pictures I believe.

At this moment in time I am not sure whether they are part of the proper ring final circuit or are one or both are spurs.

Anyway please find if my conclusions are correct or I've overlooked something.

They have asked me to just terminate the sockets; if it is a spur then bury a junction box / connector in wall or if part of ring then join together conductors and bury in wall again.

I have said this cannot be done as the cable coming down or up to the sockets are not in safe zones so if plastered over would be dangerous if somebody (ie next owner) decided to hang a picture etc. The only solution is to either have blanking plates mounted instead of sockets (they don't want this) or remove cable altogether and redo ring below floorboards. (Which they don't want to do because of all the upheaval. Even if above is not correct, junction boxes have to be accessible so cannot bury and plaster them.

Has my advice been correct? Is there an alternative solution I haven't thought of?

(Doing C&G at present so trying to act professionally and give advice a professional would give rather than a cowboy would give)
 
If they are spurs trace them back to point of origin, dissconnect & remove (cut flush with back box) then leave the cable in the wall & fill where the sockets used to be.

If part of the ring do as you say cut & join under the floor, use crimps/heatshrink & enclose in a suitable enclosure.
