Removing torbeck style valve from concealed cistern

Hello

This cistern is filling very slowly. I suspect dirt in the filter or washer. Any hints/tips on removing the valve, as access looks pretty tight?

Do these come apart half way up, or do I need to remove the whole valve from the inlet? There doesn't look to be enough space. Pic attached.

The plastic nut on the top side of valve will unscrew, there is a pin and washer enclosed, if the washer is split or debris blocking. It can cause slow filling, replace or clean.
