Hi

This very thin coat of render (or thick coat of paint) has been flaking off the chimney. I think its exposing cement.

My concern is if its exposed over winter its going to get sodden and lead to damp issues inside.

Yes, its tyrloean, but must be a very very thin coat!

Is that an urgent job to get rerendered do you think?

The render should not be particularly reliant on the tyrolean coating to keep the water out. Nor should the chimney masonry be particularly reliant on the render.
It's more unsightly than anything.

There should be a DPC at the base of the chimney, usually a course or two of slate. This is specifically to ensure that moisture within the bricks can't migrate downwards into the chimney breast. In fact I think it's visible in your photo, at gutter height.

So don't worry about it, there are two blooming great holes in the top of it so a bit a flaking paint won't make any difference. It's probably blown off because the chimney is damp and the paint is trapping it within and preventing it drying out. The flaking paint is an effect, not a cause!

It probably shouldn't have been painted in the first place, as it will always be damp. The same happens when people paint garden walls, they always look a mess after a few years.

Leave it alone, if it all falls off then that will be absolutely fine and an improvement.
