Repairing broken bricks

Is mortar suitable to recreate broken off bits of brick.
I was thinking to use pigmented oxide in the brick colour and then when dry repair the mortar

I have had to make good a few times and currently my 'preferred method' is to use an emulsion tester pot for about 50p-£1 and use that instead of water to mix the mortar. It is messy as you will be handling a lump of paint.
