Repairing chipped steel bath

Hi,

I've tried twice to do this unsuccesfully to do this using repair kits, consisting of filler and paint. Always, the paint flakes and rust appears.

Is there any solution other than these kits? The bath is white, and I was wondering if even car or waterproof metallic paint would do the job? I'm not too concerned about the slight indentation if I remove the filler or if the shade is not exact - I just want to cover the metal and for it to stay white!

Any help appreciated.

Check yellow pages for an outfit called Bath Wizzard, They re-spray baths and basins and are not too dear.
