Can the dining switch for the kitchen light turn the kitchen light on when the kitchen switch is in BOTH positions?

Thats a tounge tease

No, the dinning room switch for the kitchen light controls it only when the kitchen switch is in the on position.

The kitchen red has jumped out of a terminal  (both switches should be able to turn on and off the light, the same as used on stairs etc.)

OK, to proceed, I will draw you a diagram......
