Replacing broken cabinet hinge.

I have a problem with a neighbour’s cabinet hinge that has come off of its mounting, though I am not certain precisely which piece has broken. The part of the hinge that remains inside the cabinet appears to be irremovable; anyone able to suggest what secures this piece to the frame?

Also, assuming, that the part is irrepairable would I be able to replace it with this?
