Reroof and adding insulation

As i understand it, if I renew my old slate pitched roof I will need to add insulation.

The attic is actually a room and I have had the ceilings insulated with 40mm kngspan on the slopes and 270mm soft insulation on the flat section (under a green scheme).

Do you know what level of insulation I will need to place between the rafters ? Do I need to make it up to 150mm ? If so this will mean fitting 110mm between the rafter. I am not sure what the depth is currently, but I don't think it will be this deep. I am thinking the depth will be 75mm, maybe 100mm max.

Was the loft conversion not built under Building Regulations?
 
No regs built in 1900. Spoke to BC today and I can only fit the maximum amount which the current roof can take. So I don't need to go to 150mm kingspan. Max amount will be 50-75mm.
 
Suspect you will only be able to fit an extra 50mm without additional work to the structure, may as well do it if you are removing the slates.
