Highly unlikely now, once they start going like that it's usually curtains, the living bits could be fine for many years to come but the rest won't come back to life. You could try cutting out the dead bits right back to the trunk and see if that stimulates new growth.
IMHO I would rip the thing out it doesn't have any ornamental nor horticultural merit.
