I need to secure a 600mm high steel fence in existing concrete. The fence will have a steel plate drilled to take 20 - 25mm bolts welded to the bottom of each leg.

Should I be using threaded bar and resin anchor or large Rawlbolts, what should I hire to drill the holes in the concrete, and do you drill the same diameter of the bolt/bar or do you go bigger ?

TIA for any advice.
 
Use neither.
Thunder bolts are the way to go.
