Retaining wall top ideas

Hi,
We have a big step down from our neighbours fence. On our side there is a 3 ft wall of old concrete slabs with Feather edge in front to hide the slabs. On top of this are 2 Feather edge boards fixed together along the whole fence, probably 40 feet.

As you can see the top is very warped now from getting wet in the winter then dry in the summer, it has been coated often but it doesn't really seem to work.
So does anyone have any ideas on what i can use on top rather than wood that will just warp again. Its quite hard to fix anything due to one edge being concrete board in some places and fence panel in others. would need to be approx 225 deep at the widest, but would need a lot of trimming due to the fence panel posts above.
Any ideas very welcome.

I supose you could fill it with pebbles. They do not hold water like earth or gravel and look quite tidy.

Or decking boards, spaced off so they are not in contact with a damp surface.
 
Thanks John I like the pebbles idea. Or I did have a thought that I could use wood again but cover it in roofing felt.
Not 100% sure that would stop the warping but it's an idea.
