rewiring no regulation compliance cert. needed?

Hi there, I am after some advice.

Bought a flat in 2000 and had the place rewired by an electrical “friend” in 2004, replaced the really old CU with a new one and put in new cables to the sockets plus adding a few new sockets. Had new light switches and sockets put in. the guy is a qualified electrician and that's his full job but it was cash in hand work.

Trying to sell the flat and I’m being asked for a building regulation compliance certificate by solicitors. I have had a quick look and I believe this is something from the council to say it’s all safe and I also need a BS***** to get this. Not being dumb but until today I have never heard of one of these and didn’t get anything from the electrical guy.

What would you guys advise I do, just say I don’t have one or try and get all this sorted out? would it take long to sort out as in more than a month and what sort of cost would I be looking at?

They are talking about "part p" of the building regulations. This only came into effect in 2005. Just tell them the work was carried out before then. Keep this in mind for any future work though.
 
sorry typo, it wasnt 2004 it was installed in August 2005, balls

to quote the solicitor "please supply a copy of the building regulation compliace certificate for the rewiring in 2005"

Yes.

As the work was done by a competent professional you will have an Electrical Installation Certificate for it, so just 'fess up - no you don't have a Building Regulations certificate, yes you do have proof that the work was safe.
 
We'd be very interested to see how this pans out. So far there has been very little done about people failing to notify, so long as the work was safe.

Not so much anything to do with safety or laws, more someone trying to get a discount on buying property.
 
There have been some fines around the £2000 mark for dangerous work, which also happened to be not notified.

Can Welsh not just ask the electrician to complete an Electrical Installation Cert from here http://electrical.theiet.org/wiring-regulations/forms/index.cfm (Top link on right hand side). Then take this to the council and cough up the £300 for the Building Regs completion cert?

If you're going that route you need to notify before you start the work.

If you are a member of a self certification scheme you still need to notify within 30 days of completion (I think).

It's too late for either option. The only way to make it legit now is to apply for regularisation. That is likely to involve a PIR being carried out by the council's choice of contractor. The council could, if they wanted to be evil, insist on laying open of all cable routes.
