yes if the kitchen is steamy.

fill a bottle with cold water and leave it in the kitchen, see if it quickly gets covered in condensation.

If you have an extractor fan, use it.

Tie kitchen roll tightly round the pipe, wipe the pipe dry below it, see if it quickly becomes covered with condensation.

Lagging it with Armaflex or somilar, with joints tightly taped, will stop condensation.
 
Check that any ballvalves shut properley etc. A constantly running main will mean pipe is kept colder and condensation will appear.
