You are lucky. Cable from a roll of flexible mains cable with no french chalk (lubricant) between cores and sheath bought for a "good" low price from an on-line supplier was fitted to a hand held appliance. The lead "exploded" where it entered the handle. Had all the approvals markings but was not able to flex without damaging the core insulation.
It is believed it was from a batch of defective cable that a manufacturer had sent to be destroyed but somehow had got back into the "low cost" supply chain.
With twisted pair cable like Cat 5 cable the length of wire used increases with the number of twists per metre. By having less that the required number of twists per metre the manufacturer can save on copper.
Too few twists will hardly affect a domestic user's "network", but can significantly affect a network used by a commercial or industrial user.
