Roof tiles in attic have been mortered underneath

Hi Gang,
Roof tiles in attic have been mortered underneath and there is no roof felt so has the the morter breaks down it just covers my insulation with debree is there anyway i can stop this as i want to board over the insulation and store or convert the space into a study,
IE. maybe staple plastic sheet or plaster board underneath the rafters or somthing like that, any advice would be very welcome, thanks in advance,

staple some fine garden netting (bird guard) as this will allow the roof to breathe, catch debris and still allow water to pass through - thus alerting you to any leaks.
