roof valley repairs

I'm buying anew house and the survey flagged the roof valleys (3 valleys in the roof on this house) need doing, i.e. Rake out all the cement/mortar and replace. This would require scaffold I'm told as the house is three stories (with a fourth floor as the loft conversion)
The selling estate agent and owner seem to think this is an exaggeration and I was wondering if there was any opinions based on the photos (N.B. photos taken from velux widnows in the loft)

far from an exaggeration.. Proper scaffold , strip the valleys out and re lay,
They look like Marley Melbourne slate which can be tricky to get out. Might be a case for dry valley here.

The GRP is looking tired, Simply raking out and pointing will not last.
