roofing felt?

Had a builder round the other week (to get unrelated quote) and he was early so wandered round 'assessing' the house. He spotted a couple of slipped tiles(I knew about) but also said the drip marks on the fascia boards (see photos) indicated I needed new roofing felt.

I've looked in the attic and the felt looks in good condition.

What could cause the drip marks? How might this be a felt problem? Or is he just drumming up business .......?

It looks like the bottom section of felt has rotted, ( unseen from inside ) it would need some gutter refurbishment trays fitted.
Will involve lifting the 1st row or 2 of tiles, slide the eaves/gutter tray under existing felt, with the tray lapping into the gutter.
