Rover 600 Diesel Turbocharger problem??

I have a 1998 Rover 600 2 litre turbo diesel which has done 62000 miles.Lately, when I'm on a long run, the engine management warning light has been coming on but goes out when I take my foot off the accelerator pedal.I found that lifting my foot off the pedal for a second will turn off the light so I do it immediately the light comes on.Usually this works first time but sometimes I have to repeat it a few times.
At the same time the engine can become noisier with a sound similar to noisy tappets and there is a slight loss of power which is more noticeable if I'm in a lower gear, say driving up a hill.Dropping down a gear or two sometime helps to turn off the warning light and as soon as the light is out the engine gets back to normal with no further problems for perhaps 50 miles or more. Could this be the turbocharger on the way out?
