RWB2E programmer not working as expected

Hi. We have moved into a new house and the boiler has the above programmer attached. The problem is that I have switched the CH to off and the HW to twice a day but every time the hot water comes on so does the heating. Any ideas on what I need to do to stop the ch coming on?

Are you sure it's the programmer and not the motorised valve?

I have no idea what the issue is I just know I have heating on when Ive specifically turned it off on the programmer. Would a problem with the valve cause this issue?
